The PUC has special rules in place that you must follow in order to formally get involved, but you do have the opportunity to work informally, mediate, or formally file a complaint with the Public Utilities Commission Consumer Affairs section to possibly resolve your problem or issue.

File comments in a proceeding that will go on the record and will be considered and reviewed by the PUC. You may submit written testimony or oral comments at public hearings on formal proceedings.

Participate in a proceeding before the PUC by filing a petition to intervene.
